When TV Remote enters the battlefield create an emblem named Pause.

At the beginning of each upkeep each player votes either Skip or Play, if Skip gets more votes end the current turn, if Play gets more votes the player whose turn it is gets an additional turn after this one.

If a player has been Skipped or Played then the next time a vote would occur on the same player the vote is skipped and they take their turn normally.
