At the beginning of each upkeep, if a creature dealt damage by Twin Savages died on your last turn, put a +1/+1 counter on Twin Savages.
At the beginning of each upkeep, if no spells were cast last turn, transform Twin Savages and remove all +1/+1 counters from it.
They always hunt together.
