As long as Ultron, A.I. of Chaos is on the battlefield, neither player can draw cards outside their draw phase or cast more than one creature per turn.
When an opponents creature becomes tapped, it does not untap during its next untap step unless its controller pays 5 life. If they do pay that life, you gain 5 life.
