Undercity Pillage

Target opponent discards a card. Then they may discard an additional card. If they don't, look at
the top three cards of that player's library, exile
one of them face down, then put the rest into
their graveyard. You may cast that card for as
long as it remains exiled, and mana of any type
can be spent to cast it.
A highwayman is as much a robber when he plunders
in a gang as when single; and a nation that makes an unjust war is only a great gang.
