Underworld Decree

At the beginning of each opponent's upkeep,
they choose one --
* They may gain 3 life. If they do, you draw a
card.
* They may draw a card. If they do, search your library for a card and put that card into your
hand. Then shuffle your library.
* They may search their library for a card and
put that card into their hand. Then they shuffle
their library. If they do, they skip their next turn.
