Will of the council - Whenever enchanted creature
deals combat damage to the Monarch, starting
with you, each player votes for Arrogance or
Heir. If Arrogance gets more votes, the Monarch discards three cards. If Heir gets more votes, or
the vote is tied, you become the Monarch.
