Unfair Election
Starting with you, each player secretly votes for Corruption or
Tyranny.
At the beginning of your next upkeep, each player reveals their
votes.
If Corruption gets more votes, for the rest of the game, all spells
cost {2} more to cast. Then whenever a player casts a spell, they
put a +1/+1 counter on a creature they control at random.
If Tyranny gets more votes, for the rest of the game, each player
may only cast one spell per turn.
If the votes are equal, pick Corruption or Tyranny at random.
