Unseen Assistants

At the beginning of your upkeep, put a
charge counter on Unseen Assistants. Then
put a 1/1 red and blue Elemental Wizard
token with "{t}: Sacrifice this token; copy
target instant or sorcery" onto the
battlefield for each charge counter
on Unseen Assistants.
