Will of the council - Starting with the active player, each player votes for Hug or Hurt.
Unstable Terrain deals 1 damage to each creature, player and planeswalker for each
Hurt vote, and each player may search their
library for a land card card and put it into
their hand for each hug vote, then each
player who searched their library this way shuffles it.
