Upholding Standards

When Upholding Standards enters the battlefield, you become the monarch.
Durning each players turn, before combat,
that player may put a +1/+1 counter on up
to two target creatures they control. Those creatures cannot attack the Monarch. If that player had made a vow this turn they may target up to four creatures they control.
