If a player would look at one or more cards when scrying or surveilling, they exile those cards with a fate counter on each of them instead.

At the beginning of each player’s upkeep, that player may cast a spell from among exiled cards with fate counters on them. They may spend mana as though it were mana of any color to cast a spell this way. When an opponent casts a spell this way, investigate.
