Whenever you cast an instant or sorcery spell that does not contain the word "extra"
in its text, you may pay {u}{b}. If you do, that spell gains cipher. (After that spell resolves, you may exile it encoded on a creature you control. Whenever that creature deals combat damage to a player, its controller may cast a copy of the encoded card without paying its mana cost.)
