Veigar, Tiny Evil Master

Whenever a target takes excess damage, put that
many +1/+1 counters on Veigar.
{2}{u}{u}{b}, {t}: Veigar deals 2 damage to any
target plus X damage where X is the amount of
+1/+1 counters on him. If damage this way
would kill a creature, you may choose another
target for the excess.
If Veigar would leave the battlefield, exile him,
then cast him from exile without paying his mana
cost with suspend 4.
