Venom Counter

Whenever you cast a spell or activate an
ability that isn't a mana ability during an
opponent's turn, it costs {2} more to cast
that spell or activate that ability for each
venom counter you have.
A permanent with a venom counter, can't
attack or block.
Whenever you gain life, you can remove
that many Venom counters from yourself.
