Players can't be target of spells or abilities their opponents
control.
{w}{u}, {t}: Put a crime counter on target nonland permanent. If
it's a creature, it can't attack or
block until end of turn. Otherwise, it's activated abilities can't
be activated until end of turn. If
that permanent has 3 or more crime counters on
it, exile it instead.
