Counter target spell. If that spell is countered this way, put it into its owner's hand instead of into the graveyard. That spell's owner can't cast spells with the same name as that spell until the end of their next turn.
There is no greater use of bureaucracy than that of denying an idea only to tell its owner to try again later.
