Vexation Storm

Whenever a player casts an instant or sorcery
spell, each other player picks a target. For each
target, Vexation Storm deals 1 damage to that
target and put a charge counter on Vexation
Storm.
{u/r}, Remove X charge counters from Vexation
Storm: Copy target instant or sorcery spell with
mana value X. You may choose new targets for
the copy.
