Vichy Government

When Vichy Government enters the battlefield,
target opponent gains control of half of the permanents you control other than Vichy
Government, rounded down. You and that
opponent each get a vassalage counter.
Whenever a player with a vassalage counter wins
the game, all other players with a vassalage
counter win the game.
Whenever another player with a vassalage
counter loses the game, you lose the game.
