Whenever Virgo, the Maiden declares an attack, tap target creature you don't control and it gains a Chain Counter. Creatures with Chain Counters do not untap unless their controller pays {1} for each Chain Counter. If Virgo, the Maiden becomes tapped, remove all Chain Counters from all creatures.
