Vizier of Strife and Order

Whenever a player casts a non-creature spell,
counter that spell unless its controller pays {x}, where X is the number of non-creature spells
they've cast this turn.
At the beginning of each player's upkeep, that
player discards a card.
Whenever a player discards a card, if it wasn't a
land card, you may draw a card.
