If you control a Voting Rights, you may
cast Voting Rights 1.5 without paying it's
mana cost. When Voting Rights 1.5 enters
the battlefield exile any Voting Rights in
play. Voting Rights cannot be played while
Voting Rights 1.5 is on the battlefield
Non-plains lands now tap for mana at a ratio
of 3 mana for 5 lands that all share one color.
You must tap 5 lands at once.
