Waking strength

At the beginning of your upkeep choose one :
-Put a +1/+1 counter on each creature you
control.
-Each player votes for top or bottom, you may
cast the chosen card without paying the mana
cost. If votes are equal, you may cast both. You
vote last, starting with the player whose turn is
next.
