Waking strength

At the beginning of each upkeep
choose one or both:
- Put a +1/+1 counter on each
creature you control
- Each player votes for top or bottom,
you may cast the chosen card
without paying the manacost.
If votes are equal, you may cast both.
You vote last, starting with the
player whose turn is next.
