Wand of Replication

Wand of Replication enters the battlefield with
three charge counters on it.
Whenever you cast an instant or sorcery spell,
you may remove a charge counter from Wand of Replication, if you do, copy that spell. You may
choose new targets for the copy. If you copy a
spell this way and control a Legendary creature,
you may pay {3}, if you do that spell gains
rebound.
