Wanted Poster

When wanted poster enters the battlefield exile up to 3 target creatures,
then each player votes for dead or alive
If dead wins, the creatures remain exiled
until Wanted Poster leaves the battlefield.
If alive gets more votes, or the vote is tied, return those creatures to their owners hand
