Watch the World Burn

Will of the Council - Secretly choose Chaos or No Chaos. Starting with you, each player votes yes or no. This spell only has an effect if you either chose Chaos, and yes got more votes, or you chose No Chaos and no got more votes. Each player shuffles X permanents into his or her library at random, then reveals cards from his or her library until he or she reveals X permanents, then each player puts all permanents revealed this way onto the battlefield under his or her control.
