Any time enchanted creature would become untapped, You may pay {u}. If you do, enchanted creature does not untap and you put a drowning token on enchanted creature.
If enchanted creature becomes untapped, remove all drowning tokens from it and sacrifice Waterboard.
If enchanted creature has more than 3 drowning tokens on it, sacrifice it.
