At the beginning of your upkeep, put a season
counter on Wax and Wane. Then, if there are
four or more season counters on it, remove all
season counters from Wax and Wane and
transform all Humans.
As long the number of season counters on Wax
and Wane is odd, blue spells cost {1} more to cast. Otherwise, blue spells cost {1} less to cast, and
non-Human Werewolves you control get +2/+1.
