Wheel of Swords can't be countered. Opponents
with hexproof can be the target of Wheel of
Swords as though they didn't have hexproof.

When the target player draws a card Wheel of
Swords deals damage equal to that card's mana
cost to that target player. If that target player
draws a land, that player creates 1/1 Angel
creature token and places it onto the battlefield
