Whine Vault

At the beginning of your turn, you may choose
to allow target player to whine until end of turn.
If they do, put a whine counter on Whine Vault.
{t}, Remove a whine counter from Whine Vault:
You are allowed to whine until end of turn.
Whenever a player whines about a permanent,
destroy that permanent (you can do this even if
you're not allowed to whine, but your opponents
might hate you.)
