Whenever William, Realm Shifter attacks, put a +1/+1 counter on each creature you control, then put a loyalty counter on each planeswalker you control. At the beginning of each opponent's upkeep, that player puts a
-1/-1 counter on the creature they control with the highest toughness.
{t}: Remove all counters from all permanents, then deal X damage spread amongst any number of targets, where X equals the number of counters removed this way.
