Will of the Council - Starting with you, each player votes for Bargain or Rip-Off. If Bargain gets more votes, gain control of target permanent opponent controls until end of turn. If Rip-Off gets more votes or is tied for the most votes, search your library for either a land, artifact, or enchantment.
