Witch's Gambit

Council's dilemma - Starting with you, each player
votes Trick or Treat. For each Trick vote, Each opponent returns a nonland permanent to their
hand then discards a card. For each Treat vote,
Search your library for a card and put that card
into your hand. Then shuffle your library.
