you control an artifact, exile target non-creature,
non-land permanent.
Whenever Wong becomes the target of a spell an opponent controls, counter that spell unless it's controller pays {1} for each artifact you control.
{1}{w/u}{w/u}: Exile target non-creature permanent you control. Return that permanent to the battlefield
at the beginning of the next end step.
