Whenever a player casts a spell flip a coin. If
heads Scry X. If Tails Mill X. X is equal to
the converted mana cost of the spell.

Whenever a player deals combat damage to
you, you may cast a non-creature spell from
their graveyard. You may use mana as if it
were any color to cast this spell.
