World At War

At the beginning of your upkeep, you may put a
war counter on World At War. During each
player's upkeep, that player exiles permanents
they control equal to the amount of war counters
on World At War.
When a permanent a player controls is exiled
by World At War, that player may chose one:
• A target you chose loses life equal to the
exiled permanent's mana cost.
• A target you chose is dealt damage equal
to the exiled permanent's mana cost.
