Xima, Guardian of Ravnica

Players can't draw cards.
At the beginning of each upkeep, fateseal 1.
Then randomly choose a player, exile the top
X cards of that player's library. Number each
player from 1 to X. The player who is number
one, chooses a card from the exiled cards and may
cast that spell without paying it's mana cost.
Repeat this process X times, where X is the
amount of players there are. Proceeding in
numerical order.
