XIV - Temperance

Whenever a player casts a noncreature spell, put
a +1/+1 counter on XIV - Temperance, then tap target permanent.
If XIV - Temperance is revealed on the top of
your library, players can't cast noncreature spells.
Destiny 3 - {g}{w}{u} (Rather than cast this card from
your hand, you may pay {g}{w}{u} and put this card
face up into your library third from the top. When you
draw it, cast it without paying its mana cost.)
