Whenever any player casts an Instant or Sorcery card, you may pay {1}. If you do, put it onto the battlefield as a 0/0 Weird creature with a number of +1/+1 counters equal to its Converted Mana Cost instead of the graveyard. It has "Exile this card and pay its mana cost: Cast a copy of it."
