Target a spell on the stack. Target player then sets a timer for 60 seconds, and the owner of the target spell must explain why the spell should resolve within 60 seconds. Players other than the owner of the target spell then vote for Resolve or Counter. If Resolve gets more votes, the spell resolves. If Countered gets more votes or is tied for the most votes, the spell is countered.
