Each instant and sorcery spell in your hand has overload. The overload cost is equal to its converted mana cost plus 3.(You may cast a spell for its overload cost. If you do, change its text by replacing all instances of "target" with "each.")
Storms don't have a preferred target, and the travelling storm Yla is the worst of them all.
