"Your Boos Mean NOTHING!!!"

Will of the Counsel—Starting with you, each
player votes for Boo or Cheer. If Boo gets more
votes, each player who voted Cheer mills a card
for each Boo vote, then each player who voted
Boo draws a card for each card milled this way.
If Cheer gets more votes, each player who voted
Boo discards a card for each Cheer vote, then
each player who voted Cheer draws a card for
each card discarded this way.
