You may cast Zarghoza from any zone.
When you cast Zarghoza, if it wasn't cast from
your command zone, gain an experience counter.
As long as its converted mana cost is equal to or
lesser than the number of experience counters
you have, you may cast any card that is in exile.
If a permanent cast this way leaves the battlefield
or an instant or sorcery cast this way tells you to
exile it, shuffle it into its owner's library.
