Each card should have an idea behind it, beyond just how it operates within the game. If your card is just a pile of mechanics with no flavor or vision, it's terrible. Use existing cards for inspiration, bland and unbalanced cards in existence can be made more interesting through your reinterpretations. Don't bloat your card with text. K.I.S.S.
