People can’t sue a state that they are not currently in. For example, someone in Minnesota can’t sue Iowa unless they are in Iowa—The 11th amendment was proposed because someone tried to sue a state they weren’t in—It was passed by Congress on March 4, 1794, but officially ratified by the states on February 7, 1795—People can no longer sue other states{line}I think the amendment is fine as it is because it is functional and does what it is meant to do.
