A Moment's Mourning

Will of the council — Whenever an attacking
creature you control dies, starting with you,
each player votes for sanction or vengeance.
If sanction gets more votes, instead put
that creature into it's owner's hand. If
vengeance gets more votes or the vote is
tied, distribute X +1/+1 counters among
creatures you control, where X is that
creature's power.
