Will of the council — At the beginnning of
your end step, each player votes for one of
your opponents, a planeswalker you don't
control, or a battle you don't protect. Until
your next turn, each permanent or player
that gets most votes or tied for most must
be attacked by at least one creature if able,
and creatures attacking those permanents
or players have menace.
