Split the Loot

Secret council — At the beginning of your upkeep
each players reveals cards from the top of their
library until they reveal a nonland card. Then
each player secretly votes for a card revealed this
way, then those votes are revealed.
Each player that voted for a card no other
player voted for copies that card. They may cast
the copy without paying it's mana cost, then put
all revealed cards on the bottom of their owners
library in a random order.
