Budget Cuts
Whenever a player plays a creature they may choose for it to cost {x} less (this can reduce colored mana) , for each one mana reduced
this way they must choose one of the following.
• It gets a -2/-1 counter.
• it loses a Keyword.
• it loses an activated or triggered ability.
