Cloak of the Sky Manta

This item once attuned responds in ways to the wearer's will. With an action, you can draw the hood up and magically grant yourself a bubble of breathable air around your head. Further, while the hood is up, the cloak responds to your movements like a manta's fins and give you a swim speed of 60 feet. Further, if you jump or fall into open air you may use your reaction to begin using the fins as gliding wings. You then glide, falling only 5 feet each round and moving your speed horizontally or downward.
